Position Objectives:

Under supervision of the Public Works Director the employee will be required to perform all duties assigned in connection with the operation of the plant and treatment facilities to control flow and processing of wastewater, sludge and effluent, monitors gauges, meters and processing equipment and control panels.  Observes variations in operating conditions and test results to help insure the treatment plant is meeting regulatory agency effluent standards.  Performs other laboratory tests and work as required to operate the treatment facilities in an efficient and cost effective manner.  This position may also be called upon to assist with all other public works duties, collection system, water system operations and streets and parks.

Duties and Responsibilities:

Primary Duties & Responsibilities:  Sewer 85%, Water 5%, Parks 5%, Streets 5%.  Duties of the job shall include, but not necessarily be limited to the following:

  • The ability to make operating decision in absence of supervision in regards to plant operations.
  • Extract samples and perform routine daily laboratory tests and analyses.
  • Maintain meter records, gauge readings, operational settings and test results.
  • Operate and adjust processing equipment and controls to maintain optimal operational parameters.
  • Observe variations in operating conditions and interprets changes in readings and test results to determine processing requirements.
  • Process hourly, daily, weekly and monthly plant and regulatory agency records for all types of operational processing.
  • Help troubleshoot wastewater processing issues.
  • Maintain open communication with the Public Works Director regarding the treatment process and pump stations operation and malfunctions, as well as make recommendations for repairs and improvements to these systems.
  • Perform all work in conformance to Occupational Safety and Health Act regulations
  • Work with Public Works Director to order treatment chemicals and supplies.
  • Work weekends and 24-hour emergency on call periods on regular rotating basis.
  • Clean and helps to maintain processing equipment and structures.
  • During the Public Works Director absence, act as the Departments representative to the public.
  • Perform other such work as may be required by Public Works Director.

Minimum Requirements:

WORK REQUIREMENTS: Knowledge and abilities should include, but are not limited to the following:

  • High School diploma or equivalent. 
  • Wisconsin Advanced Wastewater Operator Certification with sub-classes in activated sludge, mechanical sludge, phosphorus removal or have the ability to obtain those certifications within 3 years of hire.
  • Wisconsin Water Operator’s license or have the ability to obtain the certifications within 3 years of hire.
  • CDL or ability to obtain in 12 months.
  • Ability to monitor and set equipment control systems to help assure compliance with regulatory agency treatment standards.
  • Be able to perform and document various tests required by State and Federal agencies for the operation of a wastewater treatment plant.
  • Knowledge of wastewater treatment processes and interactions associated with the various processes.
  • Perform daily checks on the wastewater treatment process and periodic checks of pump stations.
  • Ability to communicate with PWD and other employees about processing issues which may indicate necessary changes to operational parameters.
  • Ability to maintain good working relationships with other employees, vendors, regulatory agency employees and the general public when required.
  • Be available for overtime, weekend work, on-call 24-hour emergency calls on a rotating basis and the ability to respond to those calls at the wastewater treatment plant within 30 minutes.
  • Computer skills including but not limited to SCADA and general operations.
  • Mechanical and electrical aptitude for maintaining and repairing process equipment
  • Working knowledge of the machinery used for wastewater treatment and pumping stations.
  • Have a thorough knowledge of mechanical equipment and the ability to diagnose and correct equipment malfunction.
  • Have a working knowledge of basic machinery preventive maintenance and repair.
  • Have the ability to work with independence and to make routine decisions on the operation of the plant processes and equipment during the Public Work Director’s absence.
  • Possess valid motor vehicle operator’s license.
  • Possess the physical ability to climb and descend flights of stairs, work indoors and outdoors in seasonal environments and lift 50 pounds.
  • Ability to visually differentiate changes in waste stream.

Desirable Training and Experience:

  • High School diploma or equivalent.
